
Robbins Working with Cape Girardeau County Reorganized Common Sewer District
Kennedy, Kennedy, Robbins & Yarbro, LC, is pleased to be working with the Cape Girardeau County Reorganized Common Sewer District, located outside the limits of the cities of Fruitland and Jackson, Missouri, on its upcoming sewer project. The District will be receiving $14,400,000 in assistance from USDA Rural Development to construct its wastewater collection and treatment system. The Rural Development funds will consist of a $9,400,000 Water and Waste Disposal Loan and a separate grant of $5,000,000. The District is working with the engineering firms of Strickland Engineering and Horner & Shifrin to design and construct the project.
Description of the Cape Girardeau County Reorganized Common Sewer District Project
The project will include the construction a new collection system, gravity mains, force mains and a new treatment facility. The District operates 13 existing, private treatment facilities and lagoons and is acquiring an additional five systems in the area. The existing private systems serving the customers of the District will be closed in accordance with the MIssouri Department of Natural Resources rules and regulations, resulting in one discharge point. The large scale project is needed for two reasons. First, EPA and Missouri Department of Natural Resources regulations are requiring costly upgrades to most of the private sewer systems. Most of the private systems are finding that the system upgrades required by the regulations are cost-prohibitive. Second, the area served by the District, like much of Southeast Missouri, is plagued with failing septic systems. The heavy clay soils simply cannot absorb the water from the septic systems.
